Update from 16 November 2021: Cecelia is available again in Pokémon Go and can be combated as Raid boss in Animal 5 Arenas. If you have luck after a victory over Cecelia, you can get it as Shiny! Cecelia is currently available as part of the Events Pokémon Bright Diamond and Pokémon Bright Pearl. This time you have a lot of time for the hunt for Shiny Cecelia: It stays until December 1, 2021, in the RAIDS. Below we have for you the current counter-guide to Cecelia, so you can add the beautiful Monger collection. We have waived Crypto-Pokémon.

Original message of 21 November 2018: Cecelia is the new Tier-5-Raidboss in Pokémon Go, which is available until 18 December. We show you how well the psycho-Pokémon is in the metagame and which Pokémon are the best counterattack against Cecelia. First, Cecelia with his just 152 attack points more a DEX Filler and in the metagame is hard to use. For comparison: The Baby Pokémon Kinsella comes with 153 points to a higher attack value than the new legendary animal-5-boss.
What makes it miss at attack points, the legendary Pokémon makes up with its defensive again. Therefore, for Cecelia, you need at least three people with very well-tuned teams and additional friendship and possibly weather bonuses. From four coaches with reasonably good counters, the whole thing is easier again and all groups with more than four players are likely to have no problems against Cecelia. As a psycho-Pokémon Cecelia is prone to spirit, beetle and inappropriate attacks.
Since Cecelia is a psycho-pokémon, the psycho attacks are strengthened especially in windy weather. For this purpose, Cecelia can have the fairy-attack moon power (reinforced with cloudy weather) or over the ice-attack Aurorastrahl (is reinforced with snow). Your beetle attackers are boomed with rainy weather, and your non-minded and spirit attackers in fog. However, if you want to catch Cecelia on stage 25, then you must meet him well or evil in windy weather — but then his instant attacks also cause more damage.
Below you can see the best counterattack against Cecelia (as of May 24, 2019):
